A Takeoka Abbey Carrot! Not the first time I see this one around my place, but the first time I see it parked. This one has a 50cc 4-stroke engine, but later electric models were also made.

Do vehicles like that get some special legal treatment above and beyond kei cars? Like maybe being classed as a moped or something (like similar vehicles in Europe)?

Yes they are classified as ATV which is why they have this blue license plate.

That looks very fun. Unlike many other microcars it has nice looking wheels.

There was one Suzuki Cv1 for sale in Finland but it was very expensive. It was sold unregistered and it seemed to be in like new condition. I probably could register Japanese 50cc microcar in Finland if it would be old enough (older than MY 2000 is my rough estimate).
